European Statistical System Committee (ESSC)

The European Statistical System Committee (ESSC) is the core of the European Statistical System (ESS). The ESSC was established by Regulation (EC) No 223/2009 of the European Parliament and the Council of 11 March on European statistics (pdf - 88 kB). In Article 7 of the Decision there is laid down the task of the Committee: "shall provide professional guidance to the European Statistical System (ESS) for developing, producing and disseminating European statistics."

In practice, this means that the Commission consults the European Statistical System Committee in relation to:

    1. the measures that the Commission intends to take for the development, production and dissemination of European statistics, their justification on a cost-effectiveness basis, the means and timetables for achieving them, the reporting burden on survey respondents;
    2. proposed developments and priorities in the European Statistical Programme;
    3. the annual work programme for the following year;
    4. initiatives to bring into practice the reprioritization and reduction of the response burden;
    5. issues concerning statistical confidentiality;
    6. the further development (revision or update) of the Code of Practice;
    7. any other questions, particularly issues of methodology, arising from the establishment or implementation of statistical programmes.

The European Statistical System Committee is chaired by the Commission. It is composed of the Presidents or Directors General of the Member States´National Statistical Institutes. The representatives of the National Statistical Institutions of the EEA and the EFTA countries participate as observers. Observers from the European Central Bank (ECB), the Organisation for Economic Cooperation and Development (OECD), can also participate in the meetings of the European Statistical System Committee (ESSC). The Committee meets three times a year.

The Partnership Group

The Partnership Group is an advisory body of the European Statistical System Committee (ESSC). It consists of a group of Directors General of the National Statistical Institutes of the European Statistical System (ESS). Its mission is to ensure further development of the ESS at the highest level, in particular through effective functioning of the European Statistical System Committee. The Partnership Group normally meets three times a year between ESSC meetings.

The tasks of the Partnership Group are:

    1. identify and propose strategic issues for discussion by the ESSC;
    2. assist in co-ordinating the co-operation between National Statistical Institutions and Eurostat on strategic issues with the aim to participate in the formulation of the issues before discussion in the ESS;
    3. discuss contentious issues with the aim either to make proposals to the ESSC to achieve consensus or delegate them to other authorities (e.g. to Sector Groups) for further elaboration;
    4. channel ideas from ESSC members on the state of co-operation and how it could be improved;
    5. comment on agendas for future ESSC meetings and discuss the substance of upcoming ESSC agenda items;
    6. monitor the functioning of the ESSC and its subsidiary bodies;
    7. work in an inclusive way, keeping all Heads of National Statistical Institutes informed of discussion and actions through information exchange via the Network Group and ensuring that non-members views can be taken into account.

Conference of the Directors General of the National Statistical Institutions (DGINS)

The Conference of the Directors General of the National Statistical Institutions was created on 15 July 1953 in Luxembourg and was acting then as the predecessor of the Statistical Programme Committee (SPC). The meeting is held once a year with the aim of discussing topics related to the statistical programme, methods and processes for the production of the Community statistics. It is hosted each year by a different Member State and the Director General of the host country chairs the conference.

The European Statistical Governance Advisory Board (ESGAB)

The role of the European Statistical Governance Advisory Board (ESGAB) is to oversee how the European Statistics Code of Practice is implemented within the European Statistical System.

ESGAB provides the Commission with consultancy relating to:

  • appropriate measures to faciliate the implementation of the Code of Practice
  • how to communicate the Code of Practice to users and data providers
  • the updating the Code of Practice
  • questions related to user confidence in European statistics.

Moreover, the ESGAB prepares an annual report to the European Parliament and the Council on the implementation of the Code of Practice by the Commission. This report includes an assessment of the implementation of the Code of Practice in the European Statistical System as a whole. The ESGAB comprises seven independent members with outstanding competence in the field of statistics.

The European Statistical Advisory Committee (ESAC)

By the Decision No 234/2008/ EC of the European Parliament and of the Council of 11 March 2008 (pdf - 46 kB) the European Statistical Advisory Committee was established.

The European Statistical Advisory Committee (ESAC) has 24 members representing users, respondents and other stakeholders of European statistics (including the social community, social partners and civil society) as well as institutional users (such as the Council and the European Parliament).

The Committee ensures that user requirements as well as the response burden on information providers and producers are taken into account in developing the Statistical Programmes. It delivers its opinion on the Multiannual Statistical Programme, addressing in particular its relevance to the requirements of European integration. It also gives its view on priorities and resources balance between different areas of the Multiannual Statistical Programme as well as the annual statistical work programme of the Commission.

European Statistical Forum (ESF) was created in 2013 as a governance body in the relations between the European Statistical System (ESS) and the European System of Central Banks (ESCB). The Forum was created by the Memorandum of Understanding for the cooperation between members of the ESS and ESCB, signed on 24 April 2013.

A Memorandum of Understanding on the quality assurance of statistics underlying the Macroeconomic Imbalance Procedure (MIP) was signed between Eurostat and the ECB-DG Statistics in November 2016. It constitues an important turning point in the cooperation between the two systems and brings the practical arrangements for their cooperation in the fields of balance of payments and financial accounts statistics.

The Forum meets once per year, in Luxembourg and in Frankfurt alternatively.
